New Server and improved background processing

So, we are on a new server.

Because this one has 8 cores, I have decided to rewrite the background (turn, etc.) handling engine to allow parallel processing. It took me a few days, but now turn resolutions run in 6 parallel processes and omg does that speed things up.

On the old server, a turn would take about 15 minutes to resolve.
On the new server, it takes 4 minutes.

This allows me to think about adding things that are computationally expensive, like road network calculations, for example. They take a really long time to run, but with the new server and parallel processing, I might finally be able to do it.
